But not to Philadelphia's Police Department's Homeland Security Intelligence Unit. Ominously -- shades of Soviet-style snitching -- the Unit is urging the public to 'Report It!' if they 'See It!' Of course, it all depends on the meaning of 'it.' Looks like former PA Gov Tom Ridge -- W's first Homeland Security fear-miester -- is now spreading the fear closer to home. What's next.
